On 1878 Spanish Government tried to end the fight against the Cuban Independence forces, offering a treat with certain benefits to cubans; Antonio Maceo realized Spanish considered would not defeat the insurrects, so tried a political move. He energetically refused the proposition (was called "Protest" as some of the revolution leaders were considering to accept or at least negotiate the pact), and on March 15th., 1878 met Martinez Campos (Spanish commander) at Baraguá. After a hard discussion, was clear the only condition that would be accepted by Cubans was the Independence, and truce was agreed to end on next 23rd.
